The search is on for a new District Lead Volunteer (or volunteers), for Bromley Scouts, and we are looking for someone (or a couple of people), who love motivating others to achieve great things. Is this you? Or do you know someone who excels in doing this?

As Scouts we are great at achieving big things from next to nothing. A Scout District which has a lot happening and lots of people pulling together, often achieves amazing things. Setting the tone and scope of how this is done is down to the District Leadership team which is lead by the District Lead Volunteer or Volunteers. The District Lead Volunteer(s) creates a team which empowers people to do and make things happen.

Our recent move from District Commissioner to District Lead Volunteer marks an exciting transformation in how we support Scouting. No longer a lone leader, the District Lead Volunteer is part of a dynamic District Leadership Team —sharing responsibilities, inspiring others, and working together to make a bigger impact.

This change isn’t just about a new title; it’s about a fresh way of leading so we are collaborative, supportive, and sustainable. By moving to a team-based approach, we’ve made volunteering easier, more enjoyable, and more effective, ensuring that no one stands alone, and that together, we can empower even more young people through Scouting.

Bromley Scouts has extra-ordinary people doing amazing things for the young people across the borough. And lets not forget that Bromley Scouts is the largest provided of 'youth services' in the borough.

Recruited by: County Lead Volunteer, via a search group process responsible to the County Development & Volunteer support Services Team.

Responsible to: County Lead Volunteer for South London Scouts

Responsible for: Group Lead Volunteers, District Leadership Team Members, District Team Leaders, District Youth Lead, and all other District appointments, however it is expected that line management for other roles are delegated to Team Leaders.

In addition to supporting people, the District Lead Volunteer(s) provides direction for the District, helping others understand the bigger Scouting picture through clear and effective leadership. We believe all Scouting Team Leaders should combine strong leadership with practical management skills to achieve the best outcomes for young people.

 

Key tasks

  • If a share role: Work in close partnership with the other District Lead Volunteer(s), sharing responsibility for leadership of the District, agreeing clear areas of focus, and providing mutual support to ensure effective, joined-up leadership across District
  • Ensure that every Squirrel Drey, Beaver Scout Colony, Cub Scout Pack, Scout Troop, Explorer Scout Unit, and Scout Network within the District delivers a high-quality, challenging, relevant, and rewarding programme for all young people
  • Provide proactive line management, including coaching, mentoring, and guidance to Group Lead Volunteers and other directly reporting adult volunteers. This includes setting objectives, holding regular one-to-one meetings, and conducting reviews
  • Foster a strong sense of District team by holding regular meetings with Group  Lead Volunteers, the District Chair, District team members, and other relevant volunteers to collaborate, share best practice, and provide peer support
  • Promote a safe, open, and transparent culture around safeguarding for both young people and adults, ensuring adherence to the Yellow Card system and other key policies
  • Oversee the timely recruitment and appointment of new Group Lead Volunteers, ensuring interim arrangements are in place for any vacant roles
  • Work with County Lead Volunteer, County Volunteer Support and Development Service, and the wider Bromley District Team to set District priorities and develop a plan to achieve them, in line with The Scout Association’s vision and strategic objectives
  • Support a positive volunteering culture by resolving issues within the District, enabling Group Lead Volunteers to manage challenges effectively, including complaints, in a timely manner
  • Ensure the District has a well-supported team of adult volunteers working effectively together to meet the needs of local Scouting.
  • Act as an ex-officio trustee on the District Trustee Board and as an ex-officio member of the County Scout Council
  • Actively contribute as a member of the County Leadership Team through MS Teams calls, in-person meetings to support the day to day operation and the development of Scouting across South London. 

Person specification

Knowledge & experience

  • Essential: Ability to lead, manage, and motivate people in a voluntary environment
  • Desirable: Experience of working with young people and/or community engagement with adult groups
  • Desirable: Experience volunteering in a managerial or supportive role within Scouting (e.g., Group Lead Volunteer, District Lead Volunteer, or other District/County role)

Skills & abilities

  • Essential: Excellent ability to communicate effectively, both orally and in writing, including the ability to speak and present publicly in a clear, articulate, and motivating way
  • Essential: Ability to provide advice and guidance effectively to others
  • Essential: Ability to provide inspirational strategic leadership for the District

  • Essential: Ability to use technology effectively, including mobile email and Microsoft Word, Excel, and PowerPoint
  • Desirable: Ability to construct and implement long-term plans that improve and expand the Scouting opportunities for young people
